Jam Angulo Paniagua (he/him) is a climate and international development practitioner with +7 years of experience advancing low-carbon, climate-resilient planning and development in Latin America and the Caribbean. He has coordinated with governments, multilateral institutions, and funders to develop and implement LT-LEDS, NDCs, and climate investment analyses across mitigation and adaptation. A Fulbright Scholar with a Master’s in Environmental Policy, he is fluent in English and Spanish and specializes in stakeholder engagement, project management and data-driven decision-making across sectors. He is motivated to advance transitions that support inclusive, climate-resilient prosperity.

Project Manager
Climate Lead Group (CLG) · San José, Costa Rica · Remote
- Coordinated the technical development and stakeholder engagement process for the development of long-term climate strategies (LTSs), NDCs, and cost-benefit analyses of climate policies in countries including Guatemala, Jamaica, Ecuador, Honduras, and the Dominican Republic.
- Lead the development of quantitative models and analytical tools to evaluate climate change mitigation pathways, climate mitigation and adaptation policy impacts, and investment needs.
- Managed relationships with multilateral and philanthropic partners (e.g., the Inter-American Development Bank and the European Climate Foundation), government counterparts, and technical teams, supporting regular project progress and grant reporting, briefings, and strategic coordination.
- Supported internal project monitoring and cross-workstream coordination (e.g., tasks, timelines, contracts, budget) to ensure timely delivery.
- Designed and facilitated 10+ multi-stakeholder workshops and capacity-building sessions (10–150 participants), aligning technical analyses with government and stakeholder priorities.
- Supported project and grant proposal conceptualization and writing.
- Translated technical data into decision-ready insights with briefs, talking points, reports and slides.
Milestones: Project management and technical leadership in the development of Jamaica's LTS (i) cost-benefit analysis, (ii) operationalization plan and (iii) M&E framework; Guatemala's NDC and two LTSs; and technical support for Honduras's LTS and NDC, the Dominican Republic's LTS, and Ecuador's NDC.
