Guatemala: Pathway Towards Low-Carbon Development

Supporting Guatemala’s climate planning — its Long-Term Mitigation Strategy (ENDBE), NDC 3.0, and National Climate Change Action Plan (PANCC) — through analytical work and participatory engagement.

I have been fortunate to support multiple climate planning processes in Guatemala, including the development of its Climate Change Mitigation Long-Term Strategy (ENDBE), the update of its Nationally Determined Contribution (NDC) 3.0, and the ongoing update of the National Climate Change Action Plan (PANCC), covering both adaptation and mitigation. This work was grounded in a strong government-led and participatory approach coordinated by the Ministry of Environment and Natural Resources (MARN), alongside sectoral stakeholders.

My role as Project Manager and Technical Lead with Climate Lead Group focused on developing and applying analytical methodologies to inform decision-making, including vulnerability assessments, emission reduction modelling, and cost-benefit analyses of priority actions.

I also supported the design and facilitation of participatory processes, including at least eight national workshops and more than 60 bilateral meetings, to ensure that technical analyses were grounded in sectoral knowledge and stakeholder input. In addition, I contributed to drafting the different strategies and NDCs.

This work helped identify strategic mitigation and adaptation actions that aligned climate efforts with both international commitments and national development priorities, prioritize interventions across sectors such as healthcare, transport, energy, agriculture, and ecosystems, and strengthen the evidence base underpinning Guatemala’s long-term climate planning.
